Background
UNESCO’s global mandate within UNAIDS Unified Budget and Work-Plan 2010-11 (UBW) and as a UNAIDS Cosponsor, focuses on the role of education in preventing HIV transmission and on efforts to mitigate the epidemic’s impact on education sectors using the EDUCAIDS framework, the Global UN Initiative on Education and HIV and AIDS, led by UNESCO, the convening agency for the UN interagency collaborative work on AIDS and education.
Goal of UNESCO Office Jakarta response to HIV and AIDS is to strengthen culturally appropriate, scientifically and strategically sound education sector responses to HIV and AIDS through Life Skills Education in Indonesia, Timor Leste, Malaysia, the Philippines, and Brunei Darussalam.
Duties and Responsibilities
The function of the officer is to strengthen UNESCO’s role in the joint response to HIV and AIDS in the UNESCO Cluster countries (Brunei Darussalam, Indonesia, Malaysia, the Philippines and Timor Leste). Within the framework of the HIV-AIDS and School Health project, under direct supervision of the Head of the Education Unit responsible for HIV and AIDS and Education activities and the overall authority of the Director of UNESCO Jakarta Office, the officer shall undertake the following tasks:
1. Undertake timely relevant substantive programmatic and administrative support for implementing UNESCO activities in HIV and AIDS preventive education and school health, with focus on activities in the UNESCO Cluster Office countries (Brunei, Indonesia, Malaysia, the Philippines and Timor Leste):
Liaise and coordinate with government and non-government organizations (NGOs), UN agencies and UN partners, development partner and building partnerships;
Ensure and facilitate UNESCO contribution and participation in the UN Joint AIDS Team under the United Nations division of Labor for AIDS;
Develop project concept to expand activities to high HIV prevalence provinces in Indonesia;
Develop strategy to integrate HIV and AIDS and School Health into CLCC activities;Develop concept for integrating pre-service teacher education manuals/curriculum into school health programs/curriculum in Indonesia leading to textbooks modifications
2. Maintain close cooperation with the HIV-AIDS Coordination Unit in the UNESCO Bangkok Office:
Assist Bangkok office in planning and implementation of HIV/AIDS projects in the Cluster countries;
Coordinate with and assist Bangkok Office with inputs and conceptual frameworks and development of proposals for next round of UBW funding as well as for other funding opportunities;
3. Support the implementation of the UBW 2010-2011 as detailed in the project proposal: Building capacity and boosting responses to HIV and AIDS through Education in Indonesia, Malaysia, Philippines, Timor Leste and Brunei Darussalam
4. Represent UNESCO in the UN Cares (UN program to reduce the impact of HIV on the UN workplace) activities:
Participate and contribute in regular monthly meetings
Participate and contribute in UN Health Day Activities
5. Maximize UNESCO’s role through:
Assist mainstreaming of HIV and AIDS into other UNESCO programs;
Represent UNESCO in Technical Working groups and other relevant forums;
Take a lead role in the ESWG Sub Working Group on HIV and AIDS;
Liaise and coordinate with Indonesia National AIDS Commission (NAC) and Government Organizations;
Contribute effectively to all related reporting requirements;
Support and design activities involving annual WAD (World AIDS Day) on 1st of December.
6. Work with UN Partner Agencies (UNICEF, UNFPA, UNDP and UNODC) under the PAF (UNAIDS Programme Acceleration Funds) umbrella to organize and facilitate the review and analysis of Indonesian programs on HIV and AIDS prevention and the promotion of sexual and reproductive health among adolescents in Indonesia, with a view to the development of a strategic framework.
7. Carry out any other tasks that may be assigned by the Supervisor or the Director, UNESCO Office, Jakarta.
8. Submit to UNESCO for its approval a final report at the end of the contract.

Qualifications
Education:
A Masters Degree or equivalent in a development area – Education/Curriculum Development, Teacher Education, Educational Policy & Planning or Social Studies disciplines.
Work Experience:
At least 10 years of overall relevant professional experience as well as professional record in the field of education or/and the area of HIV and AIDS and School Health. Significant experience in development work with an international organization is an advantage;
Proven knowledge of educational system structure and functions;
Familiarity with human rights and gender equality approaches;
Experience managing knowledge products and dissemination;
Experience in joint programming activities (related to HIV and AIDS is an asset);
Experience in drafting and finalizing joint programming documents;
Sound knowledge of HIV and AIDS issues;
Demonstrated ability to work in teams and in harmony with persons of different national background and cultures.
Languages:
Excellent oral and written skill in English;
Other Skills:
Strong communication and interpersonal skills, information technology, networking and negotiating skills. Good command of Microsoft Office.
